The Homeowner Tax Credit May Be Extended
There is still bipartisan support in Congress for extending the credit past Nov. 30 and making it available to more homebuyers. The Obama administration wants the credit extended for a “limited period,” Treasury Secretary Tim Geithner and Housing Secretary Shaun Donovan said Thursday. They did not elaborate.
What’s on the table now? There appears to be a compromise deal that falls between the most and least generous proposals that have been put forth so far. “There is bipartisan compromise to extend the credit through spring and expand it to existing homeowners who are stepping up to a different home,” financial policy analyst Jaret Seiberg wrote in a research note for Concept Capital’s Research Group. Insurers Question Homeowner Policy Over Wallboard
Thousands of homeowners nationwide who bought new houses constructed from the defective building materials are finding their hopes dashed, their lives in limbo. And experts warn that in some instances insurers will drop policies or send notices of non-renewal based on the presence of the Chinese drywall, will become rampant as insurance companies process the hundreds of claims currently in the pipeline.
At least three insurers have already canceled or refused to renew policies after homeowners sought their help replacing the bad wallboard. Because mortgage companies require homeowners to insure their properties, they are then at risk of foreclosure, yet no law prevents the cancellations. (more…)

First Of December End Of The Homebuyer Tax Credit
Passed earlier this year as part of the economic stimulus package, the homeowner tax credit is good for up to $8,000, or 10% of the purchase price, and applies to people who have not owned a home in the previous three years. (There are some income restrictions.) The best part: Unlike a similar program from 2008, the credit does not have to be repaid.
The bad part: It ends on Dec. 1.
Because it usually takes around 90 days to close on a house after a contract is signed, buyers have very little time left to act. As of Thurs., Aug. 27, there were only 96 days left before the credit ends.

Mortgages Tougher To Come By For Minorities
The housing collapse has made it even tougher for blacks and Hispanics to get mortgages, according to a new government report.
While credit has tightened for everyone, blacks and Hispanics are being denied loans at higher rates than whites, according to new federal data. And the gap is widening.
Lending to black and Hispanic borrowers also fell more quickly than average between 2006 and 2008, according to the 2008 Home Mortgage Disclosure Act data, released Wednesday by Federal Financial Institutions Examination Council. The council consists of the five U.S. bank regulators.
Blacks were denied mortgages 36.1% of the time in 2008, while Hispanics could not get a loan 31.1%, according to the data. Whites had denial rates of 13.6%. (more…)

Increasing Home Insulation A Good Move
Heating and cooling for an average home account for 50 percent to 70 percent of a homeowner’s energy usage. If your home isn’t adequately insulated that can mean added costs that deplete your wallet each month.
The Energy Efficient Codes Coalition (EECC) strives to achieve an initial 30 percent boost in the energy efficiency of the 2009 International Energy Conservation Code (IECC) over its 2006 counterpart. The EECC writes on its Web site, “Because homes and other buildings are the largest sectors for US energy and electricity consumption, using 40 percent of US energy and 71 percent of its electricity, respectively and, at 37 percent, the largest single source of American’s greenhouse gas emissions, they represent the nation’s last great frontier of wasted energy.
The move toward building more energy-efficient homes is increasing. According to the 2006 McGraw-Hill Construction Residential Green Building SmartMarket Report, by 2010 green homes will make up 10 percent of new home construction; that’s up from just 2 percent in 2005. (more…)
